please help? i feel brain foggy? how to get rid of sinus congestion for over 1 year/?

my sinus has mucus stucked for 1 year and still never removed there inside. Is it normal to have that? whats the best way to get all the mucus out? i've tried antihistamine, antibiotic, nasal sprays, decongestant but didn't work, the only best way i had was lying with supine position it opened my sinus 3 times inside 1 year but the mucus didn't cleared 100%.
