1990 Honda accord transmission problems?

Hi there I have a 1990 honda accord ex 2.2l, the car wasn't shifting so I changed the transmission and it still wasn't shifting so I'm wondering if it is the transmission control unit (module) or it it is somthing else, I have heard that it could be those solenoid things on the top of the transmission, can anyone help? Thank you
