How do you rid of severely chapped lips?

I've already did my research. Said my body could dehydrated, I'm not taking in enough vitamins, allergy reaction, or medication side affects. Also said to try petroleum jelly, aloe vera, or Vitamin E ointment. I use Carmex quite a bit and I'm not seeing it get any better. My lips crack so bad they start bleeding randomly. Help?
