How do I know if it's the starter or the battery that is acting up on my car?

How do I know if it's the starter or the battery that is acting up on my car?

My car won't start even after a jump. Everything else still comes on in the car radio, windows etc, but the car won't start. Someone said it's the battery, someone else said it's the starter. I start the car and I hear a click click click (when it fails to start), like it's trying to establish the connection to the battery. Also Battery was tested and it failed, but will still sometimes start either on its own or after jump. I just won't to know which do I have to pay for, a new battery or to get the starter fixed?
