How do i know if it's dandruff or lice?

sometimes my head itches and when i scratch it a little there are like white stuff in my fingernails. but its only white stuff. and it itches like at a certain spot ONLY each time, mostly on top of my head. oh, and there was once, my friend was combing my hair and her skirt had white little spots on it and she was like "your dandruff is all over my skirt!" but idk if its dandruff or lice. i suppose its ddandruff, but just bein safe here >< thanks :)
