Brake problems on 2001 Toyota Camry CE?

I own an 01' Toyota camry. I'm stationed in germany right now and have to pass their inspection. One of the tests they do spins the wheels with the brake applied to measure the resistance. My car failed for having too much of a difference between the resistance on the left rear wheel and the right rear wheel. With the right rear being the lower of the 2, when the inspector tested them with the parking brake, the same values came up on the machine. i came home and pulled off my drums. the drums are in perfect shape and the the shoes are practically new. both sides were adjusted correctly and had a little bit of drag when spun by hand. i went over all of the the lines starting from the master cylinder, all the way to all four wheels and found no leaks or loose connections. i also checked the parking brake cables from the lever to the rear wheels and cant see anything wrong there. I am just at a loss with this problem. If they had failed only on the pedal test i would think it was something in the brake lines and bleed them. but they also failed on the parking brake test which is all cable operated. So i just cant pin point the problem. Please let me know if you have ever had any trouble like this or have any ideas for how to fix it, or anything i may have forgotten to check. thanks.
