It is 20 degrees and my 2005 Saturn Ion won't start. Battery fine.?

I believe it is a clutch switch problem. I push the clutch as far down as it will go and it won't start. Lights and radio work. Any ideas? 5-speed. This is the 3rd time this has happened only when below freezing. Thank you. Starts right away when outside temp warms up.
