Is it normal to have a NEW mole start out raised?

A new mole that did not come about from a freckle? Just started as a raised pigmented area? Reason I ask is cause I had one on my stomach (I am 25 years old) it was about 1 mm. Got it checked cause it was 'new' and was told it was a benign nevi (normal mole). I am just wondering if this is a common occurrence or if you have ever had this happen? Have a benign mole start out slightly raised?
