Are there any cheap but good psychiatrists in North India, near Chandigarh?

Also, suggestions are welcome on how to deal with depression and feelings like emptiness and loneliness. I usually get these really intense and weird and kinda panicky feelings in the evening, after sunset. Has anybody got any experience with this sort of stuff?
