Should I have back brakes less tight because they are drum?

So my rear brakes were too tight because when I hard braked my back wheel started to spin all over the place, and I think this is the reason I dropped last time. anyways now I made them less tight so when I hard brake the wheel doesn't spin all over the back. Should I leave like that so when I need to brake hard the wheel at the back don't lock up and I don't fall?
