best boat for skiing and fishing?

im looking at buying my first boat, would like something around 14ft, something that can tow a skiier but also that it just off shore for abit of fishing, this will be in perth. so i know ski boats are really not good for the ocean, but what are my other choices, or what to look out for? im looking to spend about 4000 dollars
